Calories are not the whole of nutrition, they are just the part that kills you first. A store of rice and oil hits the number and will leave people ill within weeks without protein, fats and something green.
Halving rations does not double the time in practice. People get cold, slow and stupid on half rations, and cold and stupid is dangerous when you are also carrying water and lighting fires.
How this is worked out
2,200 kcal per adult per day. Children are counted as 0.6 of an adult, which is a working approximation rather than a figure from the library: the page states one number, for an adult, and a per-age table would be asserting more than the corpus does.

Rice is taken at about 3,600 kcal per kg and oil at about 8,800 per litre, both from the calorie backbone table.
